Restrictive Practices in Northern Ireland Schools - an overview report

This report contains details of investigations into restrictive practices in schools, identifies recurring themes, and includes a number of recommendations to the Department of Education.

Report Summary

The use of restrictive practices in Northern Ireland's schools first came to the attention of the Ombudsman following receipt of a number of complaints.  These referred to the inappropriate use of restraint and/or seclusion of children in classroom situations.

After a detailed consideration, the Ombudsman concluded at the time that the issue did not meet the necessary criteria for an Own Initiative investigation.

However, the report called for the Department for Education to introduce policies for how restrictive practices should be used, and to make sure schools retain a record of every incident.
